On this Tuesday, April 2, 2024, when you cast your vote for County Supervisor of the 17th District, rather than casting your vote for the unopposed Steve Taylor, we encourage you to Write In - Kat Fish for County Supervisor.  Let's send a message that Taylor is not fit to sit in any elected capacity!

As Franklin Community News reported on March 27, 2024 formal allegations have been made against Franklin Mayor, John Nelson that he worked in a conspiracy with Steve Taylor, County Supervisor/ROC Foundation Executive Director, and Mike Zimmerman, CEO of ROC Ventures to silence the 1st Amendment Rights along with conspiracy to interfere with the employment of a Franklin Resident and Publisher of FCN News, Dr. Richard Busalacchi.

Busalacchi has claimed the following against John Nelson as part of an investigation by the City of Franklins Insurance Carrier:

  • Participated in a conspiracy with Steve Taylor and Mike Zimmerman to silence his 1st Amendment Rights.

  • Participated in a conspiracy with Steve Taylor and Mike Zimmerman to interfere with his employment.

  • Provided false information to a Franklin Police Officer to weaponize the police department against Busalacchi.

  • Participated in a conspiracy with Taylor, Zimmerman, Supervisor Kathleen Vincent/School Board member for the Village of Greendale, and an employee of a local Chamber of Commerce to harass Busalacchi under the WI Statute 947.013

  • Worked in a conspiracy to stalk Busalacchi with Taylor, Zimerman, Vincent, and an employee of a local Chamber of Commerce under the WI Statute 940.32


This article is to highlight part of the stalking and harassment claimed against Milwaukee County Supervisor Steve Taylor/ROC Foundation Executive Director and an associate of his who works for a local Chamber of Commerce. 

 Busalacchi has tried unsuccessfully multiple times to file formal charges of harassment and stalking against these individuals with the Franklin Police Department and Greendale Police Department and request an investigation. It was indicated by Franklin PD that they would not investigate, orders from the Chief, and Greendale would not investigate as it was not in their jurisdiction.

Taylor and his associate recently targeted Busalacchi, his children, family, and friends on March 24, 2024, via a fake Facebook Account Kat Fish using an alias of Frederick John to create the account. Busalacchi, who retired on February 15, 2024, from Milwaukee Area Technical College after 33 years of service, had a retirement party on this same day at 1pm with over 150 celebrating his accomplishment.

However at 11am the morning of the party on March 24, 2024, Busalacchi's children received a Facebook Message from Kat Fish. The message in part indicated:
......"He was fired by MATC. on February 15 and walked out of the building by security. The retirement party is a coverup. If I were you, I'd change your last name because of your disgusting father."

They continued to target other individuals until the party invitation event was deleted. The fake profile still remains.

Busalacchis last day at MATC was indeed February 15, 2024. MATC Public Safety will confirm that there was no such log then or ever that Busalacchi was escorted out of the building. The following was sent out to the MATC community by Dr. Phillip King MATC Executive Vice President:

"I am writing today with a couple of announcements regarding changes in Enter/Stay/Learn  and Regional Campus leadership.  As Dr. Busalacchi has made the decision to retire we will be filling the role of executive director of Mequon and West Allis permanently (opening in the coming weeks for permanent filling). In the meantime, we will have two individuals in a stretch assignments for two of the regional campuses.  Additionally, we have our first staff person to take on the newly developed role of regional campus manager (a position under the Executive Director of Regional Campus Operations)."

FCN has also been provided information that individuals who have been named, were told via Steve Taylor (or a secondary source from Taylor) that he took the credit for having Busalacchi Fired. Busalacchi was not fired but there is proof via emails that have been received via open records that directly link Taylor and his associate as well as Nelson and Zimmerman and possibly one other individual with attempting to interfere with Busalacchi's employment at MATC.

Based on the information contained in the Facebook Message there is 100% confidence that it is Taylor and his associate who created the account and sent the message in an attempt to damper a celebration of 33 years. It did not work as the party was over the top with family, friends, and co-workers over three decades. They meticulously copied and pasted the message to the 150 people who identified they were attending and the other 100 who indicated they might attend. The messages were sent via Facebook Messenger.

Taylor has been well-known on social media and via email for using many aliases and fake accounts. It has been proven that Taylor used the Facebook account of Jill Manning. We ran Jill Manning's image in Google Images and it is a stock photo that has been used by many magazines and social media sites. See search results here. If you look at Jill's (Steve's) Facebook page you can notice that he is following the now-defunct Franklin Today which was the former Franklin Community Debate and Discussion Page where many would see Jill come out and spew contempt and hatred against anyone who was not on team Taylor.

Taylor has been known to use many of the following email accounts in addition to his Milwaukee County and ROC Email:

Taylor was also sued in the US District Cout of Wisconsin by Alexander for violations of the First and Fourteenth Amendments, 42 U.S.C. § 1983; civil conspiracy, 42 U.S.C. § 1985(3); state common-law wrongful termination; and state tortious interference with relationships.  Taylor provided a settlement to Alexander.  Does this sound familiar...maybe a pattern?https://casetext.com/case/alexander-v-wis-dept-of-children-family-servs

FCN has also reported (www.FCNewsWI.com) that Taylor has held two "fundraisers" for his campaign that he is running unopposed.  There were approximately 10 individuals who attended the first fundraiser and approximately five individuals who attended the second fundraiser.  Sources have indicated the reason Taylor is having "fundraisers" is to possibly gear up for a potential recall run if John Nelson, Mayor of Franklin is recalled.

Let's be real. Taylor does not have a shot in Hazzard County to be Mayor in Franklin.  His ONLY shot is if he runs unopposed.  Taylor does not have the backing of the majority of the residents of Franklin.  He should do a straw poll and save some time.  Why would anyone vote for Taylor when he is vindictive, has multiple conflicts of interest, continues to lie to the media, and is in bed with Zimmerman and Nelson.  Due to his efforts and role with the ROC, he has alienated most of the northern half of Franklin.  What has Taylor done to serve the residents of Franklin or the residents of the 17th Supervisory district in Oak Creek?  Taylors district is Franklin east of 51st Street and all of Oak Creek.

If this is how Taylor treats residents who stand up for what is right and to inform the community of the deception and collusion that is created by Team Taylor, what will he do as Mayor or even as a County Supervisor except serve himself?  This is not Hazzard County and Taylor you are not BOSS HOGG!

Taylor currently has a state ethics complaint that was filed against him for log rolling and according to the latest Milwaukee Journal Sentinel article Taylor was unaware that there was a 9 Page Ethics Complaint filed against him, Kathleen Vincent County Supervisor/Greendale School District Board Member, and County Board Chair Nicholson for not disclosing gifts on their annual statement of economic disclosure among a long list of other items.

Let's send a message on April 2, 2024 when you go to cast your vote.  If you are in the 17th Supervisory District, DO NOT VOTE for the ONLY candidate on the ballot WRITE IN - KAT FISH.

I was told there was a social media definition for KAT FISH.  I needed to look it up.  Here is the definition, it seems to fit Taylor pretty well:

"A catfish is someone who sets up a fake online profile to trick people who are looking for love, usually to get money out of them."

Steve Taylor Media History

  • In yet another article exposing Taylor and his colleague Supervisor Kathleen Vincent, the Milwaukee Journal Sentinel this past Saturday published an article that accuses Taylor, Vincent, and County Board Chair Nicholson for not disclosing gifts on their annual statement of economic disclosure.  Specifically, Nicolson and Vincent are questioned for expenses made at the expense of County Taxpayers.  Nicholson specifically Rollerblades and a membership to the Milwaukee Athletic Club.  Vincent for expenses over $700 on clothing. 
  • Taylor at Public Meeting of the Franklin Common Council, to discuss a "memorandum of understanding", called a citizen a "goof"
  • Taylor tried to proclaim his innocence during a public meeting indicating “That’s the whole conflict of interest that talk radio and bloggers want to write about and that’s fine.   • Taylor is accused of obstructing a Civil Hearing on behalf of the Complainant by contacting the Assistant DA and DA to affect the outcome of the hearing and to have the Respondent arrested before the hearing.

  • Taylor in his role as Executive Director of the ROC Foundation earned more than he paid out to charity.
  • In Taylors Role as Executive Director of the ROC Foundation he generated $33,000 Gross on a major golf tournament and had expenses of $30,000 only having a net of $3,000
  • Taylor ended his reporting year as the Executive Director of the ROC Foundation with a negative -$23,000.
