Franklin Mayor Nelson Bribes Publisher to Retract Open Records Request for Personnel File from Milwaukee County Sheriff's Department


Mayor Nelson in his position as Mayor, bribed the publisher of Franklin Community News to retract a records request made for his personnel file when he was employed as a Sheriff Deputy with Milwaukee County, in exchange for access to police services to investigate claims that this publisher has attempted to bring to the Franklin Police Department (FPD) for over a year.

 To be VERY CLEAR no claim has been made or is being made that the Franklin Police Department or the Chief of Police of the Franklin Police Department had any knowledge of the bribe or were willing and known participants of the bribe.  They were misled and kept in the dark by the Mayor. 

On July 5, 2024, over lunch at the Hideaway in Franklin, Mayor John Nelson bribed this publisher that if he retracted an open records request for Nelson’s Milwaukee County employment file, Mayor Nelson would arrange a meeting with the Franklin Police Chief to explore allegations, made several times, to the FPD regarding Milwaukee County Supervisor Taylor, along with ROC Ventures CEO Mike Zimmerman, and others, that the FPD has not acted on regarding workplace interference and harassment complaints alleged by this publisher.


I received a message from Mayor Nelson in mid-June that Nelson wanted to “create peace” with me. I did not follow up immediately.  After a few weeks, I asked the mutual source to inform Nelson I would meet. What the Mayor was really seeking was for me to retract an Open Records request for his Milwaukee County Personnel file before Nelson was removed as a Sheriff's Deputy.


On July 5, 2024, the Mayor and I met at the Hideaway in Franklin, at the very back corner table on the right and he indicated that he would help me and provide access to the FPD and the FPD Chief if I would retract my request for his employment file to Milwaukee County. We met at the back table that Nelson also called his favorite table. What Nelson was unaware of was that a relative is a Manager at the Hideaway and that table is a great location based on camera angle and audio capturing.


Nelson also told me at the lunch on July 5, 2024, that he called the now-former President of MATC the first week of February to complain about me with the intent to get me fired. This can be confirmed by the former MATC President Dr. Vicki Martin. 


During lunch when we were discussing my blog posts (FCNewswi.com) about Nelson, posted to the Waterford Can’t Sensor Us Facebook Group Page, the mayor stood up and leaned over the table with his fist in my face as if he was ready to hit me.  I said to the Mayor “Are you really going to hit me in public, please go ahead.”  There were two tables on each side of us, one with a group of three and another with a family group of about 8. I'm sure this lunch can be confirmed since I paid with my credit card for lunch and that can be confirmed by the restaurant.


The Mayor has had a pattern of outbursts and being threatening to individuals. Many sources have indicated that this is one reason he may have been suspended from the Waterford Police Department as a Lieutenant. Additionally, there was a report filed with the Sherriff's Department last year where he threatened Franklin resident and realtor Doug Millinovich at a community event, and more recently had a disturbing the peace report submitted by Franklin residents that were dining at a restaurant in Hales Corners as reported by This just in from Franklin.


On July 6, 2024, at the Franklin Civic Celebration, the Mayor in the presence of my wife and son came up to me and whispered in my ear the meeting is scheduled for Wednesday since the Chief is off on Monday and Tuesday following the Civic Celebration.


The Chief of Police, the mayor, and myself met at 10 am in the Mayor's office on July 10, 2024.  The Mayor and the Chief committed to arranging a meeting with a Detective to investigate my concerns. I do not believe the Police Chief had any awareness this meeting or was part of the bribe by Mayor Nelson.


As arranged in the meeting with the Police Chief and the Mayor On July 12 at 9 am I met with a Franklin Police Detective who agreed to advocate for me and my concerns. Immediately after meeting with the Detective on July 12, 2024.


Court records will show Milwaukee County Case Number 2024CV003244 John R. Nelson vs. County of Milwaukee was filed on April 22, 2024, and closed on July 22, 2024.  Mayor Nelson obtained the services of MacGillis Wiemer LLC to prevent the release of his personnel file from Milwaukee County Human Resources. Court records indicate the case was filed for dismissal on July 17, 2024, five days after the publisher sent an email to Milwaukee County Corporation Counsel requesting that the open records request be withdrawn.


Court records will also show that a scheduling conference was scheduled for July 11, 2024.  During this conference based on the bribe Mayor Nelson made it known that he was aware that I was withdrawing the request.  Later that day I received a call form Corporation Counsel asking me it what they were told was correct.  I told them I was still unsure.


I was unsure as the next day I had the promised meeting with the detective and did not want to withdraw the request until I was sure the detective was going to help me and meet with me.


The following day I officially withdrew the request via an email Corporation Counsel.  I went to City Hall at about 11 am.   I delivered a hard copy email in an envelope to the Mayor, the email correspondence that I sent to Milwaukee County Corporation Counsel asking to withdraw my open records request along with Corporation Counsel’s reply.


Text messages to and from the Mayor in addition to emails to Milwaukee County Corporation Counsel requesting that the open records be retracted support this allegation.


All of this information has been provided to the Franklin Police Department.



Franklin Alderwoman Eichmann Files Anonymous Police Complaint Alleging Fear of Personal Threat Based on Blog Published by Franklin Community News - Mayor Nelson Allegedly to Also File Compliant




On October 13, 2024 Franklin Community News Published the following blog "Ballpark Commons (Mike Zimmerman) Sued by Franklin - Alderwoman Eichmann IS NOT Truthful Again!"


The blog contained information providing some perspective on a slogan used by Supervisor Taylor during his re-election campaign "For the Greater Good". The information provided was a reference directly quoted from the Frontier Institute. In the initial blog, we referenced some local elected officials by name.

“For the greater good” is a phrase that refers to the idea of doing something for the benefit of the public goodHowever, the phrase has been used to justify catastrophic events that have resulted in significant human suffering and death. 

According to the Frontier Institute “Greater Good” advocates believe that “an action is moral if it results in more good than harm. It’s okay to kill one man to save ten. It’s moral to commit one evil act as long as it’s in service of something noble. Throughout history, many catastrophic events have been justified in the name of the “greater good”.  Sound familiar Franklin and Oak Creek?.   

Have you had enough catastrophic political events at the hands of the same Chicago style politicians?  Just to be very clear we are not talking about death or a catastrophic event, we are talking about evil political acts : providing misinformation, not following city code, pay for play, and using a political office for personal gain, just to name a few.

On the evening of October 13, 2024, shortly after the article was published, two Franklin Police Officers arrived at the residence of this publisher following up with an "anonymous" call that local elected officials' lives were being threatened in a post by Franklin Community News.

The report filed by the officers, who were both model stellar officers, will show that there was no threat and the case was closed on the same day.  As a result of the multiple tips, a follow-up call was made to one of the officers the following day October 14, 2024.  In a discussion, the officer confirmed that the issue was closed and that there was no threat.

FCN has received information from multiple sources, who have agreed to sign a sworn notarized affidavit, that they were informed the anonymous report was placed by Alderwoman Eichmann.  The information provided also indicates that Mayor John Nelson is also allegedly filing a complaint because he was threatened by the post.  

According to the officers no report was filed by Mayor Nelson.

Mayor Nelson and Alderperson Eichmann Allegedly Planning on Filing Lawsuit Against Publisher for Defamation - also enlist Supervisor Kathleen Vincent

FCN has also received from the same multiple sources that Alderwoman Michelle Eichmann and Mayor John Nelson have discussed allegedly filing a lawsuit of defamation against FCN. The sources also confirmed that Supervisor Kathleen Vincent was contacted to join the suit.

To successfully sue for slanderous or libelous statements made against a public official in Wisconsin, the plaintiff must prove that the statement was false, communicated to a third party, was unprivileged, and was made with "actual malice," meaning the defendant knew the statement was false or acted with reckless disregard for the truth. Actual malice requires that an allegedly defamatory statement be made with the knowledge that it is false or with reckless disregard of whether it is false or not. Actual malice does not mean bad intent, ill-will, or animus.

This is yet another strategy by elected officials to silence the First Amendment rights of a blogger who exposes corruption in Franklin by posting blogs and retaliation for filing ethics complaints.

Mayor Nelson, Alderwoman Eichmann, and County Supervisor Vincent, when you file that baseless and frivolous lawsuit for defamation, please make sure you include the following harassment and retaliation of my First Amendment rights to silence me and make me go away so the truth of your corruption will not be told. Please be sure to include the following:

Alderwomen Eichmann

  • Unethically interfering in the city of Franklin Quote Process to have a bid for carpet awarded to your employer, Stu's Flooring as previously reported by Franklin Community News.
  • Participating in a "Facebook Sting" with County Supervisor Steve Taylor and Greendale Joe Russ as Facebook Posts, and Facebook Group Membership as evidence will corroborate.
Mayor Nelson
  • Mayor Nelson, in a conspiracy with Steve Taylor and Mike Zimmerman, used their position as Mayor and County Supervisor to Interfere with my Employment at Milwaukee Area Technical College seeking to have me fired. Open records and Nelson's conversation with the former MATC President will substantiate allegation.
  • Using his position as mayor, Mayor Nelson interfered with a police investigation and provided information to the individual(s) the investigation pertained to, including County Supervisor Steve Taylor. Franklin Police reports will demonstrate.
  • Nelson has told multiple individuals, who will sign a notarized affidavit that if he caught this publisher by himself "he would beat the living shit out of him".
Nelson, Eichmann, Taylor, Zimmerman, and Supervisor Kathleen Vincent have been personally and publicly attacking the publisher of Franklin Community News for over a year in retaliation for filing ethics complaints, IRS Complaints, and exposing corruption in Franklin and our surrounding community based on open records and publicly available documents. These individuals have been doing all they can to silence this blogger by attacking his First Amendment Rights. This is yet another tactic and strategy to silence this blogger.  It is the truth being made public that these elected officials and business leaders are afraid of.  

If these elected officials are really truly serious about filing a suit for defamation based on open records, public documents, and facts against "public officials", then be ready for a countersuit for employment interference and infringement of First Amendment rights individually and against the City of Franklin, since the Mayor likes to use his title and Franklin email address.

Alderwoman Eichmann IS NOT Truthful Again!

Franklin Alderwoman Michelle Eichmann, CHEERWOMEN for Steve Taylor, John Nelson, Mike Zimmerman, and all things Rock, was caught not being truthful again! Seeing how Ms. Eichmann and her "friends" like to call Franklin Community News (FCN) "Fake News", we thought we would do some fact-checking of our own.

On the audio for September 17, 2024, and October 1, 2024, Licensing Committee, CheerWoman Eichmann states that the Rock should be able to have fireworks at its events, and it is not the only Franklin business to have fireworks at its events.  This supported approving a special event permit for having fireworks at Chrystal Ridge Lodge on October 20, 2024, at 5:30pm and, the extra fireworks, above the 9 the Rock already have on this planned development district were NOT approved.  CheerWoman Eichmann emphatically proclaims that the Polish Community Center and Tuckaway County Club have had fireworks.

Alderwoman Eichmann is awarded 4 Pinnochios.  A fact-check based on a memo obtained from Franklin Fire Chief James Mayer, revealed that neither the Polish Community Center nor Tuckaway Country Club has had fireworks for the last 10 years.  Why is Ms. Eichmann in bed with Nelson, Taylor, Zimmerman, and the Rock?  If you watch or attend Franklin Common Council meetings you will see Eichmann stomp her feet and throw a tantrum asking to have reconsideration of votes if she does not get her way, which really happens when what was pre-planned for the Rock does not get approved.

If you were lucky enough to view the September 17, 2024, Franklin Common Council meeting where Eichmann called FCN Fake News, you might have caught Eichmann on occasion winking at Taylor and Zimmerman when they were seeking to have the sound level increased.  True love!

Eichmann is the Alder for District 2.  Eichmann is Mike Zimmerman’s alderperson based on his Franklin address.  For full disclosure, Eichmann is also the Alder of this blogger.  I choose to use any other Alder than Eichmann because she has no Ethics, Integrity, or Morals.

Your Alderwoman Michelle Eichmann bought and paid for by Steve Taylor, John Nelson, Mike Zimmerman, and other friends.  Not serving her constituent's best interest by doing the work of the Rock.

Ballpark Commons (Mike Zimmerman) Sued by Franklin 


On September 17, 2024, the City of Franklin filed a summons and complaint in Milwaukee County Circuit Court against Mike Zimmerman "BPC (Ball Park Commons) Master Development"  
2024CV007479 City of Franklin vs. BPC Master Developer, LLC et al for breach of contract. Based on obtained court documents the city is suing Ball Park Commons and the Guarantor Mike Zimmerman for $53,674.50 plus costs of attorneys fees for this action.

According to court documents:

  • Ball Park Commons (BPC) failed to pay the invoice for the Shortfall Payment when due despite due demand, which constituted a default under the terms of the Development Agreement.
  • As a result of BPC's failure to make the required shortfall payment, the city retained legal counsel to pursue collection of the payment due.
  • Based upon the threats of litigation, BPC Ultimately paid the remaining shortfall payment of $879,682.62 on May 8, 2024.
  • Pursuant to Article VII, Subsection E of the Development Agreement "In the event of a default by either party, all reasonable fees, costs and expenses incurred by the non-defaulting party, including reasonable attorneys' fees in connection with the enforcement of the non-defaulting party's right in any bankruptcy, reorganization or insolvency proceeding."
  • To date, BPC has not reimbursed the City for its outside counsel legal fees incurred in the collection efforts despite due demand; the City Legal Services Department notified counsel for BPC of its attorneys' fees for services rendered to the City with regard to its pursuit of the collection the payments due from BPC in the about of $5,647.50 resulting in attorneys' fees prior to the commencement of the present action totaling $53,674.50

In the irony of all irony, the City of Franklin follows the Master Development Agreement when it suits the city but chooses to ignore its own municipal codes when it wants to benefit this same business.  If you remember the Common Council voted a few months back on record that they were going to move ahead following and abiding by their own ordinances.  Remember Ballpark Commons owes $53,674.50 to the city and the city has filed suit.

Even with this outstanding charge due to the city of Franklin of $53,674.50 by Ballpark Commons, the Common Council still approved an Extraordinary Event Permit for the Hills Has Eyes on September 17, 2024.  The SAME DAY the City FILED THE LAWSUIT!  It makes you wonder if anyone on the Common Council or the Mayor's Administration has a brain.  Unless of course it is done intentionally and they all knowingly choose to ignore the ordinances and laws of the City of Franklin because they are all beholden, bought and paid for by the Rock?

Wait for it...wait for it...and if that was not enough, there is more. The Franklin Licensing Committee also approved the Snowglobe Event, on the same day the lawsuit was filed, September 17, 2024.

Members of the Franklin Licensing Committee are Rock CheerWoman Michelle Eichmann, Alderperson Courtney Day, and Alderperson Jason Craig.

So to recap, the City of Franklin filed suit against Ballpark Commons for outstanding fees of $53,674.50, and on the same day they sued for outstanding fees, they approved Hills Has Eyes and Snowglobe.  Taking action contrary to the city ordinance that prohibits approval and issuance of permits when there are outstanding charges.

Mayor John Nelson on multiple occasions was quoted in the Journal Sentinel as well as at Common Council meetings indicating that Ballpark Commons is "Completely Square with the City".  Well, Mr. Mayor again you cannot seem to be honest with your constituents.  It appears that you and Alderperson Eichmann have this constant issue that you just cannot be honest and truthful with your constituents.

At the upcoming Tuesday, October 15, 2024 meeting of the Franklin Common Council there will be a closed session to discuss:

City of Franklin v. BPC Master Develop er, LLC and Michael Zimmerman,

Milwaukee County Circuit Court Case No. 24-CV-7479. The Common Council may enter closed session pursuant to Wis. Stat.§ 19.85(1)(g), to confer with legal counsel for the Common Council who is rendering advice concerning strategy to be adopted by the body with respect to the subject litigation, and to reenter open session at the same place thereafter to act on such matters discussed therein as it deems appropriate. 

During the September 17, 2024, Frankin Common Council Meeting, Mike Zimmerman made it known that the Rock was issued three citations. Zimmerman and his team, most likely with government relations and Lobbiest under the FAKE title of Executive Director of the Rock Foundation County Supervisor Steve Taylor (there is no conflict of interest here, please look the other way) will be appearing in Franklin Municipal Court to appeal the citations.

As Frankin politics go, Zimmerman and team will be appealing their municipal citations in front of newly elected Municipal Judge Georgia Konstantakis.

Konstantakis was supported and endorsed for judge by...wait for it...wait for it... yes, Steve Taylor, John Nelson, and Michelle Eichmann.  Make your popcorn and sit back for October 30, 2023 it will be a very telling and revealing day.  It's going to be a really really big show!

Taylor Log Rolling Complaint to Wisconsin Ethics Commission - Possible Action on October 15, 2024

October 15, 2024, is also another important date for Steve Taylor based on information received by FCN. The State of Wisconsin Ethics Commission is meeting in closed session to discuss and potentially take action on the log rolling complaint submitted by former Franklin Mayor Steve Olson.

According to a Milwaukee Journal Sentinel article published by Vanessa Swales on December 15, 2023:

"Milwaukee County Board Supervisor Steve F. Taylor is at the center of a state ethics complaint that alleges he requested $700,000 from the City of Franklin that would partially secure votes from fellow county Supervisor Felesia A. Martin on key Franklin-area projects.

Former Franklin Mayor Stephen R. Olson, who filed the complaint, said Taylor violated state law by “logrolling” or “pay to play.”

Wisconsin state statute says that "no local public official may use his or her public position or office to obtain financial gain or anything of substantial value for the private benefit of himself or herself."

If the allegations, first reported by the conservative website Wisconsin Right Now, are found to be true, Taylor could face a fine of up to $5,000."

If you believe the stench you smell in Franklin is coming from the Waste Management Dump on County Line Road, you are very sadly mistaken.  The stench you smell is coming from 9229 West Loomis Road - Franklin City Hall.

Residents of Franklin you are encouraged to let your voices be heard and attend Common Council Meetings, and Committee Meetings. Call and Write your Alderpersons and Mayor and tell them that Chicago Style Politics in Franklin needs to end we want a clean and responsible government that is open and transparent to the residents of Franklin, WI.

Vincent to Resign As President of Greendale School Board - Vincent, Taylor and Nicholsons Financial Disclosures NOT Correct


 

Vincent to RESIGN as PRESIDENT at Monday, October 7, 2024, Greendale School Board Meeting.  Not enough.  Vincent should resign from the board!

The Monday, October 7, 2024 meeting agenda indicates in item 3.1 Resignation of President from Officer Position.  The President of the Greendale Board of Education is Kathleen Vincent.  The same Kathleen Vincent who is Milwaukee County Supervisor for Greendale, Greenfield, and parts of Milwaukee.  The same Kathleen Vincent was reprimanded and written up by her full-time job as an Educator at the Kenosha Unified School District for "double dipping".

 The Kenosha County Eye published a story, indicating from an undated letter in Kathleen Vincent’s Personnel file, she was found to have committed serious misconduct, including “Theft of Time”. Essentially conducting Greendale School Board and Milwaukee County Board Business on the dime of the Kenosha Taxpayers and at the expense of the students in her class(es) "double dipping".

On September 25, Mark Belling, talk show host on WISN, picked up Mathewson's
article 
and gave Vincent a 15-minute grilling.  Belling calls Vincent a “Triple Dipper”.

On September 13, 2024, Franklin Community News reported Allegations Supervisors Taylor & Vincent defrauded Milwaukee County Taxpayers.  The article alleges that Taylor, with Vincent's knowledge and support, sent their shared legislative aide to multiple Milwaukee County Circuit Court Proceedings to take notes and return to them with the information.  These proceedings had nothing to do with Milwaukee County or Milwaukee County Board Business.  Both Taylor and Vincent have a personal interest in the proceedings.  There is additional proof that Vincent and Taylor also used their positions as county supervisors to access the Milwaukee County DA's office to build a case against the same individual they were sending the aide to take notes on.  

If that was not enough, there is also proof that Vincent, in the middle of sending her aide to take notes and intervening with the DA's office using her position as County Supervisor in a case of interest to her, on August 12, 2024, also met with the very judge who is handling the case two days after a hearing and 10 days before a hearing.  This issue has yet to be concluded.  Surely Vincent knows what a conflict of interest is unless she is purposefully trying to interfere with the legal process?  There is also proof that Vincent was brazen enough to meet with this judge and post it on her Facebook page. Vincent posted "

Do a "ridealong" to observe misdemeanor court today". Vincent took the judge to lunch the same day and brought up the case over lunch.  The judge was smart enough to see what Vincent was doing and told Vincent she could not discuss an active case.

Vincent has shown that she is not about serving the residents or her students she is about serving herself and is all about self-promotion.  Vincent is not trustworthy and lacks morals, ethics, and integrity. You cannot continue to lie expecting you will not get caught.  It does not help by the company you keep like County Supervisor Steve Taylor. 

For these reasons, Franklin Community News encourages you, if you are a Greendale resident to attend the School Board meeting Monday, October 7, 2024.  It is not enough for Vincent to step down as President, Vincent needs to resign from the Greendale Board of Education.


FCN Files Corrections to Vincent, Taylor, and Nicholsons' Most Recent Financial Disclosures 

On September 23, Franklin Community News (FCN) requested the most recent Statement of Economic Interest filing submission for County Supervisors Steve Taylor, Kathleen Vincent, and Marcielia Nicholson County Board Chair.  The filings were requested from the Milwaukee County Ethics Board.

In a review of the disclosures (you can access the disclosures here), FCN reported the following violations to the Milwaukee County Ethics Board:

Milwaukee County Supervisor Kathleen Vincent  (Greendale, Greenfield, and Parts of Milwaukee) - Failed to disclose on her most recent disclosure filing of December 20, 2023, that she serves on the Greendale School Board as President.  Vincent also failed to disclose that It's probable as a result of the Greendale School District being a local taxing unit, there is some interaction with Milwaukee County including TID Boards, and with other potential conflicts of interest with Milwaukee County as Vincent is County Supervisor for the same County Supervisory District that she serves as an elected member of the school board in addition to School Board President.

Violation of 9.04(1)(a

The person filing a statement of economic interests, as required under this chapter, shall file the statement on a form prescribed by the ethics board, with the concurrence of corporation counsel and the office of the comptroller, and shall include the following information applicable as of the 15th day of the month preceding the month in which the statement is required to be filed:

(a)

The identity of every significant fiduciary relationship, organization associated with and the offices and directorships held by him/her or his/her spouse;




Milwaukee County Supervisor Steve Taylor (Franklin and Oak Creek) - On his most recently filed disclosure of 
December 25, 2023, he failed to disclose his previously documented relationship as an Ex-Officio nonvoting member of Engage Franklin.  

Engage Franklin is a non-profit organization, a Destination Marketing Organization (DMO) that was part of the deal the Franklin Tourism Commission approved as part of the naming rights agreement paying Ballpark Commons 1.5 Million Hotel Tax dollars over 10 years for the naming right of Franklin Field.  

The deal included the establishment of a DMO required by state statutes to spend a certain percentage of Franklin Hotel Room tax.  Engage Franklin is a board containing mainly allies of County Supervisor Steve Taylor and Mike Zimmerman that essentially allow Engage Franklin to have a checkbook for Ballpark Commons.  Text messages provided to FCN show Taylors' role in the development of Engage Franklin as a "non-voting member".  Taylor failed to disclose his relationship on his ethics disclosure.

Violation of 9.04(1)(a)

The person filing a statement of economic interests, as required under this chapter, shall file the statement on a form prescribed by the ethics board, with the concurrence of corporation counsel and the office of the comptroller, and shall include the following information applicable as of the 15th day of the month preceding the month in which the statement is required to be filed:

The identity of every significant fiduciary relationship, organization associated with and the offices and directorships held by him/her or his/her spouse;


County Board Chair Marcililla Nicholson (Milwaukee) - Reported on her most recently filed disclosure of October 25, 2023, a value of $0 for receiving the following tickets as gifts  when in fact the average price is $50 per ticket
Shaka Smart (Head Coach of the Marquette Warriors Mens Basketball Team) - Marquette Basketball Tickets 3 gifts listed as $0 each -  should be - $55 minimum each $165 total.



Steve Taylor (Milwaukee County Supervisor & Executive Director of the ROC Foundation) - Marquette Basketball Tickets 2 gifts listed as $0 each  - should be - $55 minimum each $110 total
Stub Hub lists the lowest ticket prices as $55 each.

No financial gain or anything of substantial value: Except as otherwise provided or approved by the county board, no county public official or employee shall use his/her public position or office to obtain financial gain or anything of substantial value for the private benefit of himself/herself or his/her immediate family, or for an organization with which he/she is associated. This paragraph does not prohibit a county elected official from using the title or prestige of his/her office to obtain campaign contributions that are permitted by and reported as required by ch. 11, Wis. Stats.

"Anything of value" means any money or property, favor, service, payment, advance, forbearance, loan, or promise of future employment, business, or other consideration having a value greater than fifty dollars ($50.00).

On March 22, 2024, Vanessa Swales from the Milwaukee Journal reported that"

"An ethics complaint against Nicholson — along with Supervisors Steve F. Taylor and Kathleen Vincent — was filed with the Milwaukee County Ethics Board earlier this year alleging that Nicholson, Taylor, and Vincent had failed to disclose gifts on their statements of economic interests."

"In December, Taylor updated his ethics filings, not once but twice, after the Journal Sentinel reported he had failed to list two of his jobs — one of which was financial ties to the popular yet controversial, Franklin-based golf and entertainment facility, The Rock."

Taylor's two unreported jobs were Executive Director of the ROC Foundation and Steve Taylor Consulting, LLC.  On December 23, 2023, FCN reported about Taylors Ethics Statements not being correct and the conflict of interest with Engage Franklin.

"Between April 2022 and December 2023, a relative newcomer to the board, Vincent expensed roughly $700 in clothing. While some of the apparel is noted as county- or district-embossed, some pieces of clothing also include brand names, such as Adidas polos and a cap as well as a Columbia jacket. She also expensed $40 headphones to use for meetings over Teams.

Vincent said that some of the clothing was for her legislative aides who help in her district.

She explained that she had received very little instruction from board staff about what should and should not be expensed.

"I ordered apparel because other supervisors were ordering apparel," Vincent said. "We were told that is for office expenditures."

But Vincent explained her logic for the purchases: "With purchases to get my office started up, I don't think that they are that big of a deal. I want to represent myself as a worker of a county so that people can easily see that when I go to events."

"In 2023, Nicholson expensed more than $2,600 to pay for her membership at downtown's social and sports club, the Milwaukee Athletic Club."

According to the Journal/Sentinel Records show, other expenses Nicholson filed include:

  • Nearly $4,000 on supplies and accessories as well as decorations to spruce up the County Board room and her office, such as rollerblades, a booster seat because her board chair was too low, $653 in Women’s History Month tumblers, polo shirts, new office chairs, flowers, petals, streamers, butterflies and tinsel. She also spent more than $500 on county tote bags and $290 for purple District 10 pens.
  • Roughly $360 on stickers to label books brought in for “Marci's Reads” for the purpose of distinguishing county books in the chairwoman's community library. Marci's Reads is described as a community library intended to "educate and connect its readers to one another and their community."
  • $3,600 on hotels, travel, food and tickets to conferences and events, including trips to D.C. and the White House, as well as an overnight stay in Madison for Gov. Tony Evers’ State of State address on Jan. 24, 2023. Nicholson’s calendar shows that the governor’s reception ended at 9:30 p.m. Some of the tickets were expensed for county board staff.
There will be more to come concerning County Supervisor Steve Taylor, Mayor John Nelson of Franklin, Supervisor Kathleen Vincent, and Franklin Alderwoman Michelle Eichmann.

It does not make a difference who your friends are or who friend's are not.  You are public officials responsible to the residents who elected you, not beholden to your personal or special interests. We are not going away and will continue to expose the corruption and how infectious you all are to our City of Franklin and the surrounding community.  You can do whatever you want, but the one thing you will not do is silence the 1st amendment rights of this watchdog citizen.
